Is the opening of Patton an accurate depiction of his uniform? Did Generals (or even Colonels) have the freedom to modify the standard uniform to something more colourful, even eccentric?

In Marvelous Mrs Maisel, they show the wives making sure their husband never sees them without makeup - taking it off after the husbands sleep at night and putting it on again early in the morning. Was this really something housewives in the 1950s/60s did?

Repost because unanswered: The US and Russia pulling out of the INF treaty is a thing right now. Why were intermediate range nukes banned and not long or short range nukes? What made them worthy of this vs the others?
